The Royal Institution of Chartered Surveyors said that buyers interest appears to have been revived. Sales rose in July after four months of stagnation and were just 18 per cent lower than last year, compared with 36 per cent in February. However, overall market conditions remained subdued. On average, chartered surveyors still saw prices decline during July, but the pace of the price falls eased to a five-month low. Jeremy Leaf, Rics housing spokesman, said: Some signs of recovery are evident in the market. Would-be buyers have become more confident as a result of the interest rate outlook, while the economy continues to deliver steady growth despite the past year s slowdown. He added: The recent terror attacks have not had any impact on house prices, even in London. The August interest rate cut will support a further rise in buyer activity, though there is little prospect of a renewed house price boom any time soon. Rics findings of a mild recovery chime with an increase in mortgage approvals over the past half year. According to the Bank of England, banks and building societies approved 96,000 mortgages in June, in line with historical averages. However, Rics predictions of dramatic price falls have not been echoed in transaction prices. Most indices measuring house price levels have shown little change in property prices since the end of last year. In July, 43 per cent of estate agents polled by Rics reported falling prices, compared with 51 per cent who reported stagnating prices and 6 per cent who said prices were rising. The seasonally adjusted net balance of agents reporting falling prices improved from 41 per cent in June to 36 per cent, the lowest since February. House prices slipped across the country, with the exception of Scotland and the north-west, where prices increased for the first time in almost a year. The number of homes put onto the market rose again in July, but growth in the number of sellers eased to the slowest rate in more than a year. Rics said: The stock of unsold properties on the market is still relatively high, giving potential purchasers plenty of choice and the upper hand in negotiations. Most surveyors expect prices to drop again over the coming months, apart from in London and the north-west, but Rics still reported the least negative outlook in a year. The outlook for the number of completed sales was the most optimistic in two years. However, Rics said: Despite an improvement in buyer interest and an interest rate cut in August, the relatively high stock of property for sale will prevent any significant upward pressure on prices emerging.
