"Let's be honest," says Ms Dr gsler, a debt counsellor for jobless people. "In reality at least 6m people are unemployed, and there's no prospect of things getting better, at least not around here." Ms Dr gsler's office is on the sixth floor of a wind-swept apartment block in Marzahn, one of Berlin's remotest and poorest districts. At 9am, several local unemployed people are already in her makeshift advice centre. Ms Dr gsler, a 43-year-old eastern German, has her own experience of unemployment, a reality that also motivated her to become chairwoman of a Berlin pressure group for jobless people's rights. "I've been unemployed four times since reunification [in 1990] and even now my job contract only lasts two months." Her experience is far from unusual. "At least three-quarters of the people who come here for advice are long-term unemployed, many have been jobless for two or three years and some have hardly worked at all since reunification." Marzahn, a working-class of district east Berlin known for its forest of unattractive apartment blocks built under the communist regime, is a far cry from Berlin's expensively renovated city centre, a half-hour drive to the west. Even though the unemployment rate in Berlin, at 19.4 per cent, is much higher than the national figure of 12.1 per cent, the situation in Marzahn is even worse. Ms Dr gsler estimates the real local rate is far above the official figure of 20 per cent, as many people are on temporary employment schemes that are not included in the official statistics. Olaf M ller, Berlin spokesman for the state-run BA employment offices, said there was "little prospect of improvements" in Marzahn or elsewhere in Berlin until the economy recovered. Since Berlin is in one of Germany's weakest economic regions, he admits this could be a "long wait". Back in Marzahn, Ms Dr gsler is getting ready for her first client of the day. The centre helps 300-400 people a month, with increased demand since January 1, when the Hartz IV labour market reforms came into effect. "These have made matters worse," she says, noting that many people had not received benefits because of administrative problems created by the reforms.
