ADVERTISEMENT Peter Mandelson, European Union trade commissioner, said the meeting had been a useful step to roll back the inertia and the imbalance in the Doha round since last year. He was referring to concerns that negotiations on industrial tariffs and services, priority issues for EU business, are lagging well behind the agriculture talks where the EU is on the defensive. Peter Allgeier, acting US trade representative, said ministers had agreed on their next steps in all three areas and, in agriculture, appeared to have overcome a technical hurdle that had temporarily stalled the negotiations. It was a very good meeting, he said. Ministers and senior officials from the US, EU, India, Brazil, China, South Africa and several other African countries were among those attending the three days of talks, first in the Masai Mara game park and then in the port city of Mombasa. Trade negotiators at the World Trade Organisation in Geneva are trying to reach agreement by July on a rough outline of an interim trade deal to be put to ministers from all 148 WTO member countries when they meet in Hong Kong in December. Agreement on the interim accord would in turn pave the way for completing the round by the end of 2006. However, negotiations in Geneva are progressing only slowly, especially industrial on tariffs and services, and many developing countries argue that their concerns are not being adequately taken into account in the so-called Doha development agenda. Mr Mandelson on Friday pledged to help poor nations reap the benefits of trade liberalisation, saying the EU would push for more international help for countries facing disruptive shifts in trade patterns. He also called on rich WTO members to follow the EU's lead in offering duty- and quota-free access to their markets for all least-developed countries, and said the EU would back temporary exemptions from WTO rules in individual hardship cases. At the same time, he said the impact on growth and development of opening markets for goods and services in the core Doha round negotiations would far outweigh the effect of special programmes for poor countries. A pro-development outcome in the market access negotiations, for example, should first and foremost improve access conditions for developing countries, especially the poorest, he said.
