Regrettably, recent actions by leading trade powers seem more likely to undermine it. US and European Union curbs on Chinese textiles have mocked free trade principles. Still more ominous in the longer term is World Trade Organisation members' stampede to conclude bilateral deals that fragment global markets. ADVERTISEMENT The latest such project envisages an agreement between Washington and Seoul, on which negotiations may be launched when George W. Bush visits South Korea in November. The timing could hardly be worse. Coming shortly before the WTO's make-or-break meeting in Hong Kong in December, it would send a troubling signal about where America's priorities really lie. The deal, if it goes ahead, would be the most ambitious US bilateral trade in. agreement to date. It would register Washington's determination to stamp its presence more firmly on an east Asian economic landscape that is being rapidly reshaped by China's rise. It would also be designed to guard against US exclusion from a future Asian regional trade bloc. US fears on this score look exaggerated. Efforts by the Association of Southeast Asian Nations to free trade among its members have been half-hearted. Creation of a genuine pan-regional trading bloc would hinge on Japan, China and Korea, east Asia's three biggest economies, overcoming bitter enmity and mutual mistrust. That is unlikely to happen soon. So far, east Asian trade diplomacy has focused heavily on opportunistic bilateral initiatives that do little to open markets such as services and agriculture. Japan's efforts are particularly feeble. At the same time, the proliferating web of deals in the region is raising new barriers, above all in the form of burdensome rules of origin for exports. In so far as such arrangements offer participants preferential access to each other's markets, they erode their incentive to support global liberalisation. US entry into the fray would be likely to accelerate the pace of bilateral activity in east Asia and could prompt the EU to join Governments should be aware where all this is leading. Bilateral deals flout the WTO's core principle of non-discrimination and risk balkanising the global economy. Claims that they lower barriers faster than trade rounds are fanciful. Economic analyses have repeatedly shown they yield far smaller gains, even for beneficiaries, than do unilateral or multilateral liberalisation. The WTO is undeniably slow-moving - though plans for many pan-regional trade groupings, such as the Free Trade Area of the Americas, are also struggling to make headway. But the pay-off from a successful trade round is far greater. Unless governments start doing more to grasp that prize soon, it will slip through their fingers.
