ADVERTISEMENT The new credit-card sized plastic licence would be harder to forge because its photograph and other details would have to be updated every 10 years. It could also contain electronic information about the driver. Brussels has long seen a common licence as essential to guarantee the principle of the free movement of people across the EU. More recently, the licence upgrade has been presented as a necessary tool in the fight against terrorism, since it would facilitate identity checks by police and customs. A deal expected this summer, but possibly as early as this month, would end more than two years of wrangling over the EU driving licence proposal, first unveiled by the European Commission, the EU s executive, in October 2003. Germany, Poland and Austria repeatedly blocked the plan, citing concerns about the cost and practicality of forcing existing drivers to switch to a new licence. In Poland, opposition stems from cost concerns, especially since the country recently upgraded its driving licence. Austria and Germany however have now signalled they are likely to lift their opposition in return for a lengthy transition period to implement the switch. Hubert Gorbach, the transport minister of Austria, which holds the EU s rotating presidency, said at a meeting of EU transport ministers he was confident that a deal could be struck by the end of June. Wolfgang Tiefensee, his German counterpart, described this target as realistic . The EU licence would also offer governments the possibility of including an electronic chip to store the driver s details. Countries such as the Czech Republic are even considering using the chip as part of an electronic database of driving offences. At present, several European countries, including Germany and France, issue driving licences for life. Many British drivers still have a paper licence valid for 40 years, without any photo ID, although new applicants are receiving new credit card-sized licences complete with EU logos. In Finland, in contrast, drivers have to pass a medical test every five years past the age of 40 to check they are still healthy enough to drive properly. I am very happy that we are now moving on this, said Susanna Huovinen, Finnish transport minister. We need to know that those who are driving in Europe also have the skills. Traffic safety is very important. Separately, Brussels is expected to come up soon with construction guidelines aimed at improving safety on European roads. Edmund King, executive director of the RAC Foundation, a British drivers lobby group, said the benefits of switching to a modern licence were clear in the UK. The new model has certainly improved security and is also much more readily acceptable when UK motorists are driving on continental Europe. Should a new EU licence force some holders of the old-style British licence to switch before the expiry date, however, that could raise a cost issue.
