Christopher Smith, member of the House of Representatives in the US Congress and the author of the new draft law on suspension of aid to the countries of Central Asia not observing human rights, was more precise: the aim of this law is to support # American values in the region. Western sponsors have started presenting bills to the new revolutionary government of Kyrgyzstan: it is no secret that power was gained with the direct aid of western countries. The government of K. Bakiev has found itself in a difficult situation. On the one hand, it is necessary #to repay debts# to the former sponsors. On the other hand, Kyrgyzstan can#t but preserve traditional friendly relations with Russia. The other day Russia and Uzbekistan laid down counter conditions within the SOC framework to the new Kyrgyz government in response to the requirement of the Public Prosecutor of Kyrgyzstan to extradite A. Akaev, members of his family and the former Prime Minister, N. Tanaev. According to these conditions, extradition of the former President will be possible, if Kyrgyz authorities extradite 29 Uzbek refugees kept in the Osh prison and charged with serious crimes and active participation in the Andizhan rebellion, to Uzbek authorities. Radical political parties have immediately blamed our neighbors and allies in the SOC and CSTO for their meddling in the internal affairs of Kyrgyzstan. However, this is Kyrgyzstan that is meddling in the internal affairs of Uzbekistan by providing refuge to Uzbek criminals and bandits. Double standards are characteristic of Western democracy: international activists for human rights do not recognize international legal documents determining the procedures connected with providing the status of refugee, namely, the Geneva and Minsk Conventions. Under these Conventions criminals may not be put on the same footing as refugees. The intention of the Public Prosecutor, A. Beknazarov, to extradite Uzbek criminals to our neighbors was suppressed by foreign activists for human rights and supporters of western ideology from the new President#s milieu. Now our government and international organizations are looking for a way out of the situation. They will send them out to another country, but Kyrgyzstan will become notorious as a safe haven for criminals. In connection with these and other events of the post-revolutionary period in Kyrgyzstan the region has come across the problem of political intervention into the internal affairs of sovereign states on the part of different foreign funds and international organizations for human rights. This leads to destructive coups and fire in different corners of the planet, to a change of political regimes and governments. Regions after region is turning into a hotbed of instability and political discord for the benefit of world powers and transnational companies, whose leaders and advisors are former American high-ranking officials # directors of the CIS, heads of Pentagon and officials of the US White House. This may be new for politicians of the new generation, but in the Soviet times aims and plans of American and Western geopolitics were regularly and competently disclosed with the help of concrete facts. After the collapse of the Soviet Union American values and interests were enjoying the triumph for lack of a worthy counterbalance. This resulted in the tragedy of Yugoslavia, the intrusion into Afghanistan and Iraq and in regular threatening North Korea, Iran and other countries, which withstand the spread of American ideology. The statement of Vladimir Putin, President of the Russian Federation, against interference of foreign sponsors into the political affairs of the country, was very timely in the current situation. To realize the own interests in the Central-Asian region the USA provides dollars to the leaders of the opposition, thus encouraging the anti-government activity. Our #bureaus#, #coalitions# and #institutes# for human rights are ready to produce a pressure on the former brothers-in-arms of the Akaev#s opposition, including K. Bakiev. Is this a real essence of the so called activists for human rights? Honesty and money are incompatible. Dissolution of Parliament means blowing up the country Dissolution of #legendary# Parliament was the beginning of the former regime#s stagnation. The regime existed at the expense of a regular replacement of Prime Ministers; the Parliament of two Houses # thank to its members supporting A. Akaev and his regime. Finally this did away with the regime itself, because our society was lacking a real force capable of withstanding the unruly orgy of the persons in attendance of the #family#. They usurped the executive power and considered people to be meek like cattle. Now certain members of #legendary# Parliament are in the opposition to K. Bakiev and his team. For all respect for radical efforts made to save our society from the consequences of Akaev#s regime, the author of the article does not see any logic in the actions of Erkindik and Asaba parties# leaders, insisting on the dissolution of Parliament. Are they sure that people will follow meekly them? Or is this a concealed ultimatum to the new power? According to a wise politician, it is quite probable that every electoral district may gradually turn into a kind of a #princedom# and every elected deputy # into a #prince#. Every #prince# will defend #his# property and power with a rifle in his hands, we will come back to our picturesque valleys and meadows and our economy will be based on the herds of horses and sheep gained by looting the neighboring tribes like it was in the times of Shabdan-baatyr and Kurmanjan-datka. Immediately after the March events the leader of a party in opposition to the Akaev#s regime, greatly disappointed with how power was shared by Bakiev, was ready to lead his people to the Government House and continue the revolution. He is not alone in his intensions. Do we need Stalin? People have become tired of chaos in the country and are ready to have Satan as a ruler, if he brings calm, order and work to the country. They want peaceful life rather than coups, revolutions and endless speeches of politicians. To give people what they need Feliks Kulov is ready to apply Stalin#s methods of administration to officials abusing their power. This was a good reason for western mass media to make much ado about nothing. The British BBC Corporation has immediately interviewed the people#s General and asked him to explain the essence of the quotation. Even nowadays the image of legendary #Koba# seems to be striking fear. The son of a shoe-maker, creator of the USSR and winner of the Second World War, Soso Dzhugashvili has served his people and the state for thirty years, defending its integrity and independence from the encroachment of numerous enemies. However, the main merit of Stalin was a skillful and highly successful fight with internal enemies, who are currently called the opposition. The Russian issue Simultaneously with the requirements of the SOC summit to appoint the definite date of the American base#s removal from the Manas airport, Gosduma of the Russian Federation instructed the government to double the staff of the Russian airbase in Kant. This was a reasonable step in response to the militant declarations of the USA regarding American interests in Central Asia. Transatlantic countries very well understand that Russian interests include the safety of the country#s southern borders and the destiny of the Russian population in the region. The policy of national patriots in Kyrgyzstan seems to intently narrow the vital space of the Russian-speaking population of the republic. The issue connected with the accelerated introduction of the state language into the clerical work was again put under discussion. Previously 2015 was planned as the year of this project#s implementation. Now the period of implementation is likely to bereduced, but nobody knows how to teach state officials good Kyrgyz language for such a short period, let alone provincial clerks as well as high quality legal procedures, technical documentation and many other spheres lacking full value Kyrgyz terminology. I often have to do with official papers, regulations, court documents, business projects and advertising materials drawn up in the Kyrgyz language. They are illiterate, distorted, non-concrete and written in poor language, though those who draw them up studied the native language and literature at school. The current task of priority is to improve the skills and literacy of Kyrgyz language teachers instead of excluding the R...
