Roger Bove Edit Profile Take a Tour Log out Home UKPrint article | Email article Main page content: Poland settles for marriage of convenience By Jan Cienski Published: May 10 2006 03:00 | Last updated: May 10 2006 03:00 Poland's ruling Law and Justice party (PiS), which won last year's parliamentary elections by pledging to fight corruption and restore the country's national identity, will now try to develop its vision in alliance with two controversial populist parties with very different agendas. ADVERTISEMENT After months of political turmoil in which PiS battled to win backing for its minority government, the party last week created a majority with the support of two smaller parties the leftwing populists from the Self-Defence party and the Catholic nationalists of the League of Polish Families. The question now is whether this marriage of convenience will gut PiS's plans for reforms, including establishing a powerful anti-corruption police unit, developing an assertive, Eurosceptic, foreign policy and reviewing past privatisations. Under the deal, PiS is recruiting two controversial politicians as deputy prime ministers Andrzej Lepper, the bombastic Self-Defence party leader, and Roman Giertych, head of the League of Polish Families, who wants to renegotiate Poland's EU entry. Mr Lepper, who will also be minister of agriculture, has tried to put behind him a past which included abusive attacks on rivals and arrests for rowdiness. Self-Defence's economic programme consists of boosting social spending on the unemployed and attacking Leszek Balcerowicz, the liberal president of the central bank. The bank president is disliked by all three coalition parties. However, Mr Lepper has promised to abide by the government's economic policies, which are supervised by Zyta Gilowska, the liberal finance minister. She has threatened to quit if fiscal stability is threatened. Mr Giertych will head the education ministry. He wants to restore traditional values with the help of All-Polish Youth, his party's youth wing, which is known for criticising foreigners and physically confronting gay rallies. Over the weekend, students picketed the education ministry in protest at the appointment and even Ludwik Dorn, PiS's tough interior minister, said he would not want Poland's children raised according to All-Polish Youth's ideals. While PiS leaders, who have in the past criticised Mr Lepper and Mr Giertych, are swallowing their doubts, two important non-party ministers have refused to co-operate. Stefan Meller, the respected foreign minister, has resigned. His successor is likely to be Pawel Zalewski, the PiS chairman of the parliamentary foreign affairs committee. Zbigniew Religa, the health minister, also offered his resignation earlier this week but has been asked to stay on for the moment. Konrad Ciesiolkiewicz, government spokesman, said: "The new foreign minister will be an experienced person who helped create the present direction of Poland's foreign policy. There will be no change in Polish foreign policy." So far political turmoil has had little impact on the economy. The stock market has been breaking records, the zloty is strengthening against the dollar and the euro, and the government estimates growth for 2006 will exceed 5 per cent, due mainly to entry into the EU in 2004 and economic recovery in Germany, Poland's biggest export market. "Over the short term the impact of current politics on the economy is minimal," says Katarzyna Zajdel-Kurowska, chief economist for Citibank Handlowy, the local arm of Citigroup. "So far this government has had little effect because it has done very little, for good or ill. "But that doesn't mean politics is without influence over the longer term."
