But the collapse on Wednesday of the Dutch government has created further complications for a process that is supposed to reach a climax in just two months. There were already enough obstacles in the way, including the Irish referendum on the Nice treaty this Saturday, the Cyprus issue and the vexed question of financing enlargement. But nobody had reckoned on the collapse of the Dutch government, with the resulting uncertainty in a country that has the gravest doubts about allowing 10 new members to join the EU in 2004. "There is going to be a bumpy road ahead," said one EU ambassador in Brussels. Publicly the mood was confident that the upheavals in The Hague would not affect enlargement. Per Stig Moeller, Danish foreign minister, whose country holds the rotating EU presidency, said in Copenhagen: "I'm sure Holland will not take upon its shoulders the responsibility of stopping the enlargement of the European Union and the healing of the wounds from the second world war." G nter Verheugen, EU enlargement commissioner, said after talks with Mr Moeller: "We are so close now that it is highly unlikely that a country would say everything we have done in the past is void." But the Dutch were already expressing grave doubts about whether four candidate countries, including Poland, were ready to join the EU and the cost of an unreformed common agricultural policy. What would happen if the Dutch position hardened, either for populist reasons before an election, or simply because the caretaker cabinet had no room for manoeuvre? One French diplomat said on Wednesday he feared the instability in The Hague could lead to problems in what are certain to be tense negotiations in the next two months about farm reform. While the French are saying no changes can be made to the common agricultural policy before 2006, the Dutch want assurances before enlargement that levels of farm support will start come to down. "If we can't get some sort of language to that effect at the Brussels summit next week, we'll make our approval of the negotiations with the candidates conditional on getting what we want at the Copenhagen summit in December," said a diplomat. The Dutch are also proposing tough new scrutiny of the membership credentials of the candidate countries, something that will prove unpalatable to many EU member states. Dutch diplomats said the government was not saying countries such as Poland, Slovakia, Latvia and Lithuania should not be allowed to join the EU as planned in 2004. What The Hague is asking for is a final check on whether the applicants meet all the criteria before they join. "If there are problems, you could consider either a brief delay in membership or a delay in allowing them to participate in those areas of policy where they are having problems meeting EU standards," the official said. Some diplomats in Brussels claim the collapse of the unstable Dutch coalition might actually make things clearer. But concluding the enlargement talks with a caretaker government preparing for an election is likely to heighten uncertainty around the process. Although all EU members are publicly signed up to enlargement, the potential problems are piling up. And while no country wants to be the first to call for a delay to the process, there will be some which would privately welcome such an outcome. The political crisis in The Hague could pale into insignificance if Irish voters say No for a second time this Saturday to the EU's Nice treaty, which paves the way for enlargement. If that happened, then pressure for a delay to enlargement could surface, to allow the EU more time to sort out its institutional arrangements before the new countries joined. If the United Nations fails to make a breakthrough in talks to bring together the two sides in Cyprus - one of the candidate countries that too could provoke calls for a temporary delay. In spite of the problems, the political momentum is still behind concluding the enlargement talks in Copenhagen's Bella conference centre in mid-December. "We are no longer talking about whether it should happen," said one British diplomat yesterday. "Everyone is working flat out to make sure that it does happen."
