Click here to see more of his work. dfwti Restructuring Bolivia's Corporate Democracy Talking Points by Nadia Martinez of the Sustainable Energy and Economy Network (SEEN) March 7, 2005 The resignation announcement by Bolivian President Carlos Mesa signals a tough road ahead for the conflict-ridden country. Bolivia is South America's poorest country, and home to the second largest natural gas reserves, after Venezuela. Mesa's predecessor, Sanchez de Lozada was ousted by massive protests in 2003 which were sparked by plans to export the country's gas resources. Sanchez de Lozada, who is now taking refuge in the US, implemented free market economic reforms that worsened the lives of the poorest and consolidated the power of multinationals, like Enron, Shell, Bechtel, and others, through the privatization of state industries. When Mesa assumed the presidency, he promised to reform the hydrocarbons sector. A few months later, a national referendum him gave the mandate to increase national control over the country's gas resources. The cancelation of a contract with a French water company in January put the international oil companies on the defensive, fearing they may be next. Calls for secession of the state of Santa Cruz, the country's oil-rich region, began shortly after. Although two-thirds of Bolivia's population is indigenous and poor, the traditional oligarch-dominated political parties control Congress, making it difficult to make changes through the available democratic channels. Popular mobilizations have become the way to demand and achieve change. The US government has been unusually silent on the Bolivian crisis. Traditionally, the US has supported right-wing governments that followed US foreign policy objectives, like free market reforms and tough anti-drug policies. The World Bank financed Bolivia's neoliberal economic reforms in the mid-1990s. In addition, the World Bank and other US taxpayer-backed financi...
