Today, with a new government that can borrow from donors abroad, those bank managers are having to pound the pavements in search of new business in a cut-throat market, while paying heed to tighter central bank enforcement of the regulations. Under the new regime introduced last year by David Mwiraria, the finance minister, benchmark 90 day T-bill rates dropped to a low of 1.5 per cent, down from as high as 84 per cent in the mid 1990s. The results took some analysts by surprise. In the first 10 months of 2003, the banking sector made a dramatic return to profitability with pre-tax profits rising, according to the Central Bank of Kenya, by 79.2 per cent to Ksh12.9bn. The CBK says this is partly explained by restructuring in the preceding years and by the reduction in charges on non-performing loans - 27 per cent of the sector portfolio. Some analysts also argue that the change in political climate has meant that politicians who pressured banks to lend them money, are now being forced to pay it back or face embarrassing revelations. The banking sector is top heavy with 10 of Kenya's 53 banking institutions controlling 77 per cent of the market. Barclays Bank alone took about 30 per cent of last year's total profits. "In the context of other businesses it looks obscene. But it is really just our size," says Aidan Mohamed, managing director of Barclays Kenya. "For the last five years we have been ahead of everyone else lending to the consumer market. Now everyone is trying to copy us." With corporate lending sluggish in the context of an economy that has yet to take off, the market remains awash with excess liquidity. While the banks have been chasing retail business, the stock market has had a bull run. The Nairobi Stock Exchange 20-share index jumped by 101 per cent in 2003, while market capitalisation tripled to $4.15bn. The index has nosed down marginally in recent weeks, with brokers blaming disputes within the President Mwai Kibaki's coalition government for taking the edge off optimism inspired last year by political change. But with donor money now beginning to flow and interest rates at all time lows, they believe there is still plenty of room for more growth. are "We optimistic things will continue picking up, that companies will want to raise cash for expansion," says Lloyd Muposhi of Loita Capital Partners. "Meanwhile with interest rates so low, and liquidity so high, investors don't know where else to take their cash to." Jim Nbaru, former chairman of the Nairobi stock exchange and now the managing director of brokers Dyer and Blair, says changes in pension fund regulations have also helped boost equities. But medium-term prospects for bankers and brokers alike, will depend on wider prospects of recovery. "The financial sector is very healthy," says Isaac Awuondo, Managing director of the Commercial Bank of Africa, Kenya's oldest and one of its biggest banks. "But the economy is still holding us back."
