Poli 213 Mid Term #1 Notes o International Relations is the study of how sovereign states of the world interact with one another also in addition to states, sub national and super national actors play a role. o IR is not longer dominated by the state international businesses (MNC s) and International Organizations now play a large role. o Zero-Sum game the successes of one state are seen as the failures to another state. You stay at zero. o Cold war dominated by the realist paradigm, but today many believe the new institutionalist paradigm is the way to see politics. o Nearly all violence today on the global stage is civil war. o immanuel kant The bloodiest wars fought after the fall of Napoleon were fought not externally, but internally. o A world of Tiers o First tier Ring of Market Democracies Commitment to political democracy Absence of potential conflict Growing economic independence Force is not widely used Shared preference for collective security o Second Tier No common political values Instability and violence internally Lack of a uniform commitment to peace Preference of individual defense o Many believe that the view of the First World, Second World, and Third World are from the realist paradigm and we must adjust the way we see nations to the world of tiers o The Nation a nation is a group of people who share a common Race Language Culture History Religion o A state is an internally recognized control and jurisdiction over a piece of territory and a group of people. o Nation-state The state is a political and geopolitical entity; the nation is a cultural and/or ethnic entity. The term "nation-state" implies that they geographically coincide. Ie Country. o The principal units of systems are states. o States are political and legal entities and are distinct from nations. o o o o A major problem in today s world is the conflict between national groups within states. Nationalism. Traditionally governments of states have possessed supreme authority over their territory. Domestically this creates order, but internationally it creates anarchy. The balance and importance of military power is based upon anarchy o In a system of sovereign states, no state is sovereign. In an idea world policy makers would be able to o Precisely state their objectives o See all threats towards those objectives o Use instruments of power to control those threats Groupthink people who side with what the group as a whole is thinking to avoid being alienated and going against common direction. Cold War o The end of the Cold War was a result of both military and economic factors. o Militarily, MAD assured that both states were not willing to risk firing the first missile. The competition was rendered meaningless. o Economically, the soviets faced a large and growing technological gap with the West that was worsening and crippling their economy. o Long term effects were The end of east-west rivalry Growing U.S. Russian cooperation on many issues o Also there is now a revived interest in the United Nations as a prime component in international security. o The major question facing us now is if Eastern Europe will evolve from socialism to some form of political democracy and free market. o
