Structure Governmental Submitted by Marcus Riccelli Local Government White Center is located in unincorporated King County. Government structure consists of the King County Executive, the Metropolitan King County Council and the King County Judiciary. Executive Branch Ron Simms, is the King County Executive who is the chief elected officer of the county government. Metropolitan King County Council The Metropolitan King County Council is the legislative branch of county government. It adopts laws, sets policies and hold final approval over the budget. There are 13 Council members represent geographic districts.1 The county executive is not a member of the council, and the council does elect a chair and vice chair annually. White Center is located in Council District #8 and represented by Dow Constantine (www.metrokc.gov/mkcc/members/d8/). The County Council functions through the work of its standing committees and regional committees, which scrutinize proposed legislation for consideration by the full Council. Regional committees include elected officials from other jurisdictions.2 Full list of committees http://www.metrokc.gov/mkcc/committees/index.htm King County Judiciary White Center is served by King County District Court's South Division and there are courthouses in Kent and Burien. Other King County Leaders Assessor Scott Noble Prosecutor Norm Maley Sheriff Sue Rahr King County government is responsible for providing White Center with the following services: Regional Courts related services, public health services, the county jail, records & elections, property tax appraisals, parks & facilities, public transit and sewage. Subregional Service (ie. Animal control) Local Services Land use regulations, building permits, police protection, roads and local parks. 1 2 http://www.metrokc.gov/about.htm http://metrokc.gov/mkcc.mkccresp.htm list Full of services http://www.metrokc.gov/services.htm State & Federal Government White Center is located in the 34th Legislative District, and the 7th Congressional District. Elected Officials: State Senator Erik Poulsen State Representative Eileen Cody (Position 1) State Representative Joe McDermott (Position 2) U.S. Representative Jim McDermott U.S. Senator Patty Murray U.S. Senator Maria Cantwell Independent Districts White Center is also serviced by various independent districts and their governing bodies such as fire, water and library. Organizations of Influence on Governance North Highline Unincorporated Area Council The North Highline Unincorporated Council was the result of several community organizations joining together (White Center Citizens Advisory Committee, White Center Community Development Association, the Boulevard Park/White Center Governance Strategies, the Boulevard Park Community Council) to strengthen their voice by seeking recognition from King County.3 The council is under the jurisdiction of the Department of Community and Human Services. White Center Community Development Association The White Center Community Development Association is a community-based organization with three concrete goals: downtown revitalization and economic development, affordable housing preservation and development, community building and advocacy.4 Expected Changes in Governance To meet the requirements of the state's GMA, White Center must incorporate in the near future. Due to this incorporation governance will be affected. Residents can expect some changes in who provides their services, and changes in taxes and fees.5 http://www.metrokc.gov/dchs/uac/uac_nh.htm http://www.wccda.org/ourprograms.html 5 http://www.metrokc.gov/exec/annexinit/ 4 3
