You are to write a program that simulates a bank. The user will be
able to open and close accounts, deposit and withdraw funds, and add
interest to all the accounts. A C version of this program will be
provided that is not based on classes. Your task is to produce a
class-based version with the following classes:

When we construct a Bank, 100 Accounts will be constructed. They will
initially have state = never_used, amount = 0.0, and pin = 0. When
the user opens an account, its initial deposit will be set in the
open() call and the pin number will be set by the access function
set_pin_number(). Internally the program will use the array indices
0..99 for the account numbers, but the user will use account numbers
