CONGRESS 112th 1st Session H.F. RES. 70 Requiring taxation of illegal immigrants but allowing people born in the United States with illegal parents to have United States Citizenship. In the House of Representatives January 9, 2011 Mr. Gil, Mr. Alvarado, Mr. Garcia, Mr. Alvarez, and Ms. Arce of California introduced the following joint resolution, which was referred to the Committee of Finance. Joint Resolution Requiring taxation of illegal immigrants but allowing people born in the United States with illegal parents to have United States Citizenship. Resolved by the Senate and House of Representatives of the United States of America in Congress assembled. Section 1. Findings. Congress finds the following: (1) Section 1 of the Fourteenth Amendment of the United States Constitution states that "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the States wherein they reside." (2) More than 28 million people born in foreign countries live in the United States currently. (3) Immigration adds about $10 Billion to the American Economic output each year. (4) Immigrants in the United States are a cheap source of labor used by many American companies, a large benefit to many United States companies. They play an extremely large role as part of the workforce in the United States. (5) Immigrant Entrepreneurs have made large contributions to society within the last decade. Examples can be seen in Silicon Valley firms, and Hispanic groups in Manhattan and Miami. (6) Immigrants have founded many businesses that give substantial gains to the economy of the United States as such Intel, Sun Microsystems, Computer Associates, and Amtel. Section 2. Statement of Policy. Congress declares that it is the policy of the United States(1) That any person with disregard to sex, gender, and ethnicity who is born within the nation's borders will be considered a Natural Born citizen of the United States of America because that is what the Constitution supports (2) to hand out registration numbers to illegal aliens within the nations border in order to track them (3) to begin taxing illegal immigrants who are within the nation's borders (4) to hand out certificates to illegal immigrant parents of Natural Born U.S. citizens that state they are parents of U.S. citizens (5) to set a minimum wage to be paid to non U.S. citizens Section 3. Requirements to Implement Policy. Not 30 days after agreement on this resolution, the President shall submit to Congress a report on the President's plan to implement the policy described in section 2. The report shall describe-- (1) a plan for enforcing the constitutionality of the naturalization of citizens, including-- (A) dates for press conferences describing the section of the Constitution that is in concord with these ideals. (2) a plan of taxation for illegal immigrants to ensure funding of social programs including-- (A) locations and the expected establishment dates for the offices that will provide this plan to the immigrants; and (B) a method of enforcing the cooperation of immigrants without violating any constitutional rights. (3) a plan of enforcing the naturalization clause by removing the possibility of a constitutional amendment removing naturalization to first generation immigrants,
