1973 constitution Form of Government and separation of powers The government is in the form of a republican and parliamentary state. Article 11, Section 2 . - The Batasang Pambansa shall enact a local government code which may not thereafter be amended except by a majority vote of all its Members, defining a more responsive and accountable local government structure with an effective system of recall, allocating among the different local government units their powers, responsibilities, and resources, and providing for the qualifications, election and removal, term, salaries, powers, functions, and duties of local officials, and all other matters relating to the organization and operation of the local units. However, any change in the existing form of local government shall not take effect until ratified by a majority of the votes cast in a plebiscite called for the purpose. Article 10. Sec. 1. -T he Judicial power shall be vested in one Supreme Court and in such inferior courts as may be established by law. The Batasang Pambansa shall have the power to define, prescribe and apportion the jurisdiction of the various courts, but may not deprive the Supreme Court of its jurisdiction over cases enumerated in Section five thereof. Article 10. Sec. 5. Article 9 -The Prime Minister and the Cabinet Article 8 -The National Assembly Article 7 - The President and Vice President Article 4, Section 6 . -The right of the people to information on matters of public concern shall be recognized. Access to official records, and to documents and papers pertaining to official acts, transactions, or decisions, shall be afforded the citizen subject to such limitations as may be provided by law. . Article 4, Section 16 . - All persons shall have the right to a speedy disposition of their cases before all judicial, quasi-judicial, or administrative bodies.
