INTERNAL FACTORS AFFECTING PROCUREMENT OF HEALTH CARE SUPPLIESIN THE PUBLIC SECTORA Case study of Kiambu County Referral Hospital.AbstractIn many organizations procurement is regarded as an important process that is used globally foracquisition of resources within the set duration. However in public organizations, the process ishighly affected by both internal and external factors which hinder effective and efficient servicedelivery. This study sought to examine this background in the Kenyan government institutions.The study narrows down to assessment of internal factors affecting procurement in Kiambucounty referral hospital.In particular the study explores how the internal factorsi.e.Accountability,Ethics and ICT adoption impact the procurement process of Kiambu countyreferral hospital.The study adopted a descriptive survey design since it is a case study.The targetpopulation for the study was 150 people.stratified random sampling was used to select a sampleof 45 respondents forming 30% sample as suggested by Kothari (Kothari, 2003).Data collectionwas carried out through self-administered questionnaires and data analysis was carried out laterto have a clear understanding of the implications of the study.The findings revealed thataccountability, ethics and ICT adoption affected procurement of health care supplies in Kiambucounty referral hospital to a great extent. . The study concluded that ethics has a great impact onthe procurement process and therefore recommends that employees in public offices shouldcomply to the ethical codes of conduct as stated in the PPDA. Procurement process should alsobe automated through provision of more ICT equipment and stable internet connection. Auditingof filing and documentation should be done regularly and adhere to set standards and any issuesarising should be investigated with immediate effect. The study recommends that the Ministry ofHealth should collaborate with other stakeholders in defining the standards and to create thenecessary training capacity. The study findings will be used by the officials in the public healthsector procurement departments, policy makers and regulatory bodies i.e. MOH PPOA & EACCin decision making on procurement related matters.

Procurement involves the processes of risk assessment, sourcing,selection and evaluation of suppliers, contract award, delivery of and payment of goods orservices and management of a contract and consideration of options related to the contract.Procurement also extends to the ultimate disposal of property at the end of its useful life (Waters,2004).
