Tyrannopolis stage: The apathy develops at this stage. Social and economic form becomes a parasitic state slowly, and the city's environment deteriorates, leading to people fleeing to the countryside. Necropolis stage: Civilization is falling at this stage, cultural institutions are shrinking and the city is being destroyed because of wars, famines and disease.
