CE156 - CONSTRUCTION PROJECT MANAGEMENT LECTURE NO. 6 - RESOURCE LEVELING Introduction  In most construction projects, constraints are set on manpower and equipment levels, not because of limited availability, but simply to minimize wide fluctuations in manpower and equipment utilization.  Fluctuations   in   resource   requirements   usually   result   in   expenses   beyond   normal estimates. When equipment requirements vary, equipment would have to be idle part of the time. In the case of rented equipment, it might be possible to rent for short periods but rental costs would probably be higher due to expenses in moving equipment in and out of the project. Likewise, fluctuations in manpower force result in additional costs due to idle man-hours, training and learning, and hiring and laying-off. The resource leveling approach offers a logical solution to the problems of fluctuating resource requirements. It adopts the network model and project duration based on the
