Chapter 3Miscommunication and a lack of proper protocols or preparation led to the biggest problem of Hurricane Katrina rescue and recovery. The city of New Orleans was dismally unprepared to manage a natural disaster the magnitude of a category four hurricane. New Orleans is not alone in this dilemma as dozens of other metropolitan areas in the United States would similarly mismanage a major disaster. When Hurricane Katrina struck, the most effective emergency responses came from local and private relief agencies including the Salvation Army, the American Red Cross, and hundreds of churches across the country. The glaring failure came from the government on every tier, and FEMA (the Federal Emergency Management Association) left with a worse reputation than before. Every level of government (local, state, and federal) was unable to quickly or comprehensively address the disaster, and this left thousands of residents stranded, shelters overcrowded and innocent people waiting days or even weeks for rescue.
