Subcontracting Implemented6Subcontracting Plan RequirementFAR 19.702(a) requires that all negotiated and sealed bidacquisitions that are expected to exceed $700,000 ($1.5 millionfor construction) andthat has subcontracting possibilities,shallrequire theapparently successful offeror/ bidderselected foraward to submit an acceptable subcontracting plan(see FAR19.702(b) for exceptions) within the time limit prescribed by thecontracting officer.Note: one exception is subcontracting plans are not required to be submittedby small businesses

Requiring submission of the subcontracting plan with the bids orproposals (vice any other prescribed time before contract award)Note:It is customary for the Contracting Officer to require offerors/bidders to submit asubcontracting plan with its offer/bid, though FAR permits its submission within the (any) timelimit prescribed by the contracting officer before contract award.
