How instrumental is US in forming the Mexico relation system - current Mexico system is a legacy of colonial system and relations with its northern neighbor o asymmetrical relationship – US mattered a lot more to Mexico than US mattered to Mexico o this shaped the relation o undercurrent of anti American relations – 1) history (wounds from Mexican American war) 2) Cultural disconnection - Mexico had to still co exist with America - Barcerro program – immigration not in issue - Lincoln and Benito Juarez o came into presidency at a crucial time in Mexican history o Juarez was a native of Oaxaca o Juarez was next in line for presidency 1861 o 1861 – French colonial power sought to reestablish power in the Americas o under napoleon, sought to seek power in Mexico o Monroe Doctrine: No Europeans allowed in America o US going through a civil war, so could not help Mexico enforce Monroe Doctrine o Some welcomed the new Monarchy o Juarez did not get help from US, but there was a lot of moral support
