Brennan Degan Disscustion Paper #4 Word Count: 793 Congress Money and politics are an inseparable duo. Politicians and businessmen alike are trying to get it, and as a general rule they succeed thru a give and take between the two. When a business gets money thought it is not hard to deicide who spends it, it is as easy as the person or people who own the company get to make that decision. With politics the decision is not so simple, the current plan for budgeting the United States government is that the Executive branch drafts the budget and then sends it to congress to have it reworked. Is this the correct way of doing this or should it happen that Congress starts with it first and then sends it to the Executive branch? Having the President and the Executive branch of the government come up with the budget defiantly has its advantages. One major advantage is sheer simplicity, it is a lot easier to pick the amount for the budget, and decide how it should be spread out if there are not 2 house of congress with over 500 congressmen all trying to get more for them over their peers. The advantage of one office starting off the process is that the Executive branch can sand back and
