The Balfour Declaration 1917 Finally, Britain made yet another “advance booking.” In an effort to appeal to US, Russian, and Germany Jewry and also to secure control over the territory adjacent to the Suez Canal, Britain agreed to favor the establishment of a Jewish national home in Palestine. This agreement was known as the Balfour Declaration of November 1917, which was conveyed in a letter from Foreign Secretary Arthur Balfour to Lord Rothschild, a prominent British Zionist.
