Orders in council Milan Decreee of 1807 He wanted to keep neutrality o Peaceable coercion The embargo act o Extremely drops exports from America o At the same time, imports fall almost 60% o Economic devastation New England port cities are hit the hardest These are the ones that protest the loudest o This act will be such a failure that Jefferson will give up trying to enforce it that last few months of its term Jefferson does not seek a third term James Madison will win the election of 1808 o He had a lot of experience 24 seats will be given up in congress to federalists By the time Madison enters presidency he will have been in public o Floor leader in congress o And was Jefferson’s closets advisor o But he lacks leadership He is not a charismatic leader His leadership will go to congress and they will be the primary controllers of government In the election of 1810, republicans will sweep into congress with a young group of charismatic leaders o Henry Clay He is magnet, ~40 years old, and a good leader
