DISCUSSION 1 - "Public Human Resource Management” Please respond to the following:Analyze the topics discussed in Chapter 1, with the exception of the laws. Select two topics and;Discuss two positive effects:Two challenges the topic poses for human resource departments in the public sector. The two challenges topic I selected was Recruitment and Performance Management.Agencies have brought to the attention of OPM, and the outcome of its initiative is to support agency efforts to build the workforce needed to achieve their mission and strategic goals. It builds on the collaboration between OPM and agencies to streamline the hiring process and recruit top talent, especially for mission-critical jobs.OPM has also made great strides in hiring veterans and people with disabilities. At no point in the past 32 years have people with disabilities been hired at a higher percentage than in FY 2012.And nearly 29 percent of new employees in 2012 were veterans, a 20-year high.Performance management begins with a commitment to an organizational culture that fosters results. OPM employees demonstrate such a commitment every day. In response to a recent GAO survey of Federal managers and supervisors, three quarters of OPM respondents reported they are held accountable for accomplishing organizational goals. Setting goal works. In the past year and a half, OPM’s Retirement Services division successfully brought down the retirement claims processing backlog from more than 60,000 cases to fewer than 12,000. In the Federal Investigative Service, while maintaining our high standards of quality and timeliness, we are continuing to evaluate how to improve the background security check process to make it even stronger. OPM has appointed a Chief Technology Officer and a Chief Information Officer. They are leading the development of a plan to streamline and modernize IT systems that will enable the agency to streamline retirement processing. The Presidential memorandum launches the Administration's flagship personnel policy reform initiative.
