The Power-Security Dilemma NATIONAL SECURITY is a country’s psychological freedom from fear of external or  internal threats to its core values or physical safety POWER : factors that enable one actor to coerce another The dilemma: Leaders respond to security threats by increasing state power o This makes other states vulnerable Others respond by building offensive capacity and, hence,  reduce overall  security Example of the “Dilemma”: o nuclear  development by “rogue regimes” requiring new defenses allies defend each other against aggressors o missile shield in Europe to defend against North Korea and Iran makes  Russians feel vulernable unintended consequence o
