Deviance Tuesday, February 21, 2012 10:57 AM Preparing for an Active Shooter What is an "active shooter" o Suspect activity is causing the immediate death or serious injury of one or more victims. 4 o The event is often sudden and constantly changing making a calculated response difficult. Response cannot be set in stone…many variables can change o The event can become stagnant Hostage or barricade situation (just a shooter inside a room/ran out of ammo, try to negotiate) o Incidents are over in a short period of time Most incidents are over within 15min How did this concept devel? o Mid 1990's - rise in school violence with firearms Prior to 90's did have incidences with guns, but not as high. More fistfights and knives. o 50 Active shooter instances in past 10yrs Elementary, middle, high, college Elementary - there have been cases where an 8yr old could shoot a gun and reload o School shootings are rarely impulsive acts o Main goal is to produce as many casualties as possible Death/serious injury It doesn't matter what economic class you are, or what school you go to Columbine o April 20, 1999 (also Adolf Hitler's birthday) o 2 students, 13 dead, 21 wounded, 15min, 188 shots fired => 12shots/min => roughly 5 sec between each shot…how much time you have to react/responsd o Plan was to kill as many as possible with bombs, shoot ppl as they exited the school, and activate car bombs in the parking lot (b/c people gather there during a fire drill or any emergency) Bombs actually never went off o Prepped for about a year Virginia Tech o April 16, 2007 o 1 student, 33 dead, 23 wounded, 200+ shots, fully armed with plenty of ammunition and other weapons o Enter West Ambler Johnson Dorm (like Clothier at RU) and shot a male and female => looks like a domestic dispute o Mailed package to NBC -> goes on a rant on a video o Enter Norris hall (like Scott hall) -> chained the doors and began shooting again (actually calculated the exact amount of chain needed) o Victims were not targeted Alabama/Huntsville o February 12, 2010
