prevailing opinion of technique use. Instead of viewing methods as worldwide, fixed, and easily  appropriate mechanisms for instrumental troubleshooting we percieve methods more as being  situation-bound and describing only aspect of the information necessary for ISD. Techniques are  appropriate to an organization’s existing stage of skills, and they are under constant progress in  organizations which apply them. Thus, the re- evaluation of technique use explains a new  knowing of methods and seeks to explain the buzz of local methods. The re-evaluation does not  mean that methods should not be consistent or situation-independent, or that professional text- book methods should not be developed. At least % of organizations are still using text-book or  professional methods as specified and without variation (Fitzgerald ). These methods also offer a beginning point for growth of local methods. In this device we are, however, concerned with the
