Creation of Dept. of Homeland Security (pgs 3-4) After September 11 th , 2001 security as we had come to know it would begin an evolution that will continue for many years. The most telling change in the United States was the eventual creation of the Department of Homeland Security. Tom Ridge was sworn in as the first Secretary of the Department of Homeland Security. Michael Chertoff is the current Secretary of the Department of Homeland Security. The DHS merges 22 federal agencies employing more than 170,000 people. This was the largest reorganization of the U.S. federal government since 1947.
