Consequences of Ethnic War Humanitarian crises o Refugees/IDPs o Human Rights abuses – torture, rape Torture by state State uses to get information of bases Incentive to torture civilians in towns supporting rebels Torture by rebels Rebels use torture to terrorize civilians to gain support Rape Genocide – women who are raped get socially ostracized, killed, or have AIDS o ICTY/ICTR – consider rape to be a type of genocide Ethnic cleansing – increase their population by impregnating women with their offspring Torture – weaken the resolve of your opponent o Child soldiers Push countries to strengthen their laws against offenders Problems – government can’t control rebels Provide more economic aid Problems – money doesn’t always get passed down Rehabilitation State failure/collapse o Failed/weak states lead to collapsed state if the legitimacy of the ruling elite is completely obliterated
