06/03/2008 11:03:00 Lecture 15 (Outline): The Rise and Fall of Democracy and Intervention in  Latin America The Rise and Fall of Democracy 1. Democratization, 1944-1946 in 1944 especially in Latin America there were only four counties that were  actually democracies  o Uruguay, Chile, Costa Rica, Columbia  most of the countries had been authoritarian  you had a sense that the military rule was lessoning 2. Features of Democracy 1. Large number of progressive political parties came to power o middle class and the working class- it wasn’t the elites 2. Gains by the communist left o basically they weren’t fascist  3. Organized labor- which is part of the democratic process o increase in franchise  4. Shift in the political discourse o democracy is now popular 3. Military, Political, Economic, and Ideological Ties: US and LA – 1939-1946 the us wants to focus more on security la and the us had common goals and enemies we actually followed the good neighbor policy 4. Democracy Advance Stopped (1947-1948) – Cold War Influence Truman doctrine is declared o Another way of saying containment policy
