04/03/2008 11:11:00 Lecture 14 (Outline): The Cold War Chill 1. Brazil and NICs the nic’s were the middle men  State marketing Boards-  middle man exports (price setter) promotes the ISI o This idea is alright in the short term but in the long term it is very bad  o Exceptions- brazil was one of the only that it worked for They had land and a large population  o Newly industrialized countries Korea, Thailand southeast Asian countries… were successful  because the were export oriented in their trade It was good because during the age of globalization  exports were very valuable o Clayton Plan - As the ww2 is coming to an end a meeting is held-  chapuHepc, MX-2 (1945) There as been tremendous cooperation between Latin  American and the US It argues for 1. Equality of access to raw materials 2. Reductions in trade barriers 3. Equal and just treatment for foreign capital and  enterprises 4. Preferred private over public sector US economic was secondary to security reasons In LA it was security from fascism o Security- collective security for the western hemisphere
