This paper aims at showing howHigher Education can gain advantage from the philosophy and how TQM can dealwith the issues that may crop up while implementing it in Higher Education.Thispaper suggests a framework for the implementation of TQM to Higher Education.Keywords:Quality Management, Continuous Improvement, ISO 9001, Curriculum,Counselling, Leadership, Human Resource, Self-improvement, Transformation.IntroductionThe philosophy of TQM was developed by W Edwards Deming to improve efficiencyof flexible work teams in the US industry before Second World War.The philosophyis famous in the form of Deming‟s 14 points, which became a model of set of guidingprinciples for the managers not only in US or Japan, but worldwide. Thoughconceptualization of the philosophy was done in the manufacturing industry, Deminghimself expressed that his management principles could be applied equally to theservice sector. In countries like US, where education has taken the form of businessenterprise, the quest of quality is ever increasing. The issue of quality in highereducation has been an agenda for more than two decades in the US. There areseveral instances when corporate have stressed universities to increase the qualityof higher education.Many institutes, not only in US, but also outside, have foundprinciples of TQM beneficial in improving the overall quality of higher education. Theavailable literature provides several examples where TQM has been successfullyapplied to the educational institutions.One of such studies was done by Omar FarukUnal.The literature reviewed illustrates that with the application of TQM in highereducation, there is an increase in enrolment and a decrease in administrative costswith the saved money being shifted from administrative spending to curriculumdevelopment.Reader in Statistics, S.V.G.S.
