Drugs, DULPMT, and US Foreign Policy (Focus on LA) Professor Palmer - 10% of Americans (35 million people) are regular consumers of one of the three major illegal drugs that are produced in Latin America o Include people that use drugs at least once per week o 32 million regular marijuana consumers o 2 million regular consumers of cocaine o 600,000-700,000 regular heroin consumers o In the last 15 years drug rates stay mainly the same Slight drop in regular marijuana users Slight drop in regular cocaine users Drastic increase in heroin use - Mexico, Columbia, Jamaica o Import substitution process of marijana rather than the reliance on foreign shipment o Latin America produces 100% of cocaine – Peru and Bolivia - Columbia o Since the 70’s was the source of the industrialization of cocaine and the exportation to the rest of the world o About 700-800 metric tons are produced per year in the last 15 years o 25% of cocaine is consumed in Europe - Heroin o Grown in Mexico, Guatemala, Columbia
