ABSTRACT Title: ANALYSIS OF SCHOOL ADMINISRATOR’S SELF-ASSESSMENT ON THE STRATEGIC PLANNING PROCESS: BASIS FOR THE DESIGN OF THE 21 ST CENTURY EDUCATIONAL PLANNING FRAMEWORK Researcher: MARLON PACLIBAR LISING Degree: Doctor of Philosophy in Education Major: Educational Administration Planning as part of the educational management process has been regarded as a technique with a high degree of complexity. This however is only a device and cannot be a replacement for effective school administrators. The planning process encompasses the development, communication, utilization, and verification of an integrated time-bound plan of action, the finance of a reasonable budget, and the audit of resources as they are made available and utilized. It is necessary to integrate planning in the entire educational management process. Its function reflects an unending determination and communication of the utmost and supporting objectives of school programs. This paper targets to present the fundamental knowledge in the area of planning as an integral phase in the management of educational institutions. This research aimed to analyze the several factors and the phases that evolve in the planning process, serving a basis for designing a planning model for educational institutions that will meet the multiple needs of the educational institutions in the 21st century.

Chapter 1 THE PROBLEM AND ITS BACKGROUND Introduction In July 1974, Philip H. Coombs along with the International Institute of Educational Planning (IIEP) established by the United Nations Educational, Scientific and Cultural Organizations (UNESCO) conducted a lecture on the Major Problems Facing Educational Planning in the Next Decade. Realizing the importance of educational planning made UNESCO and IIEP to become abreast on what is the current trend in the 70’s and what might the educational institutions be facing in decades from there on.
