CONGRESS Today, blacks make up over 12 % of the nation’s population, but about 9% of the House Seats. Hispanics account for 12% of the nation’s population, but 5% of the House seats Hispanic Representatives are from California, Texas or Florida Districts. Women number more than one-half of the population, they constitute only about 14 percent in the Senate. There are currently 16 women in the Senate

Home Districts Representatives spend a portion of their time in their District offices. At least 100 days (Usually Fridays) Staff is there all year Involved with the District Community Staff takes needs of constituents and creates Case Work: Services performed by legislators or staff on behalf of individual constitutients Case work often leads to Pork Barrel legislation. Pork Barrel: Legislation designed to benefit only the district that the legislator represents.
