The Two Handles: 1) Make sure that following the laws is always in a person's self-interest through the use of Harsh Punishments. 2) Make sure that following the laws is always in a person's self-interest through the use of Generous Rewards. 3) Pg. 343: The laws must be known, clear, and dependable. a. People are motivated by desire for rewards, people are motivated by fear of death, use that to control them. This is what gives the ruler his power. b. If you take away the Two Handles, the ruler has no power. This means the Two Handles are really applicable in two different domains. 1) Enforcement of laws 2) In controlling your ministers and advisors. a. Pg. 325: The Stewards of Caps and Cloaks b.
