Shows difference in economy. The krews represent old families who want to keep closed culture. They don’t want to open the city up. They city did open up (before Katrina). After Katrina, cross racial voting has increased. Blacks voting for whites and whites voting for blacks. c. They didn’t want to convert to being Atlanta or Houston. B. Baton Rouge, Metairie, Shreveport a. Baton Rouge and Shreveport i. They both have made city politics textbooks b/c they were both on the city reform edge. ii. Shreveport was a commissioned type government. They elect city wide police chief etc. you are trying to treat city to work for city. Worked for a while. iii.
