My thinking about Home Rule I can see where it is both beneficial and negative for the
municipality. When you transfer the power from the state to the local municipality or
government. You are doing this to allow for the municipality to enact the ordinances and laws
that will be most beneficial to the citizens of that municipality.
The advantage of the local municipality has with Home Rule is they will not have to wait on
the state. It may take the state a long time to decide and implement new laws and legislation to
correct or fix issues. This allows them to self-govern with the ability to make decisions fast to
correct and problems and to make it work better for the citizens and municipality. An example of
such things is in the place I live they have created a noise and nuisance law to combat problem
