NC Coastal Resource Commission Members. 1. Is your position for or against building a hard structure to protect the Shell Island Resort? Our position is that building a hard structure to protect the Shell Island Resort is necessary to save the resort. 2. What arguments support your position? Since our hard structure will be nonporous and concrete, it will prevent surface runoff, which happens when water flows through porous surfaces. Surface runoff is the leading cause of erosion and flooding. Building a sea wall stops the beach from eroding and provides flood protection from the coast. 3. What other individuals, interest groups, or organizations do you think would agree with your position? I think that the homeowners association, the town manager, and coastal engineers will agree with our position to build a hard structure. 4. What other individuals, interest groups, or organizations do you think would disagree with your position? I think that the North Carolina Coastal Federation and coastal scientists will disagree

It can also cause beach lowering and reduce biodiversity in the area. Sea walls can also be expensive to maintain. 6. How would you respond to these arguments? The cost of moving the inlet or the resort is far greater than the cost for building and maintaining the sea wall. The positives of sea wall also outweigh the negatives. The sea wall will also have minimal impact on the biodiversity of the area around it. 7. If you support a hard structure how will it be funded? The owners of the resort must agree to fund the sea wall as it is built to protect their property. 8. What legislation supports your position? The legislations that supports our position consist of the US constitution of the right to protect property. The state cannot take away private property without compensation....
