9.2 Maceda v. Vasquez – 221 SCRA 464 [1993] FACTS: Respondent Napoleon Abierra of the Public Attorney’s Office alleged that the petitioners had falsified his certificate service by certifying “that all civil and criminal cases which have been submitted for decision of determination for a period of 90 days have been determined and decided on or before January 31, 1998,”when in truth and in fact, petitioner knew that no decision had been rendered in five civil and ten criminal cases that have been submitted for decision. Respondent further alleged that the petitioner falsified his certificate of service for the months of February and April to August of 1989; and those from January to September of 1990. Petitioner contends that the Ombudsman has no jurisdiction over the case since the offense charge arose from the judge’s performance of his duties under the control and supervision of the Supreme Court. The investigation also constitutes an encroachment into the Supreme Court duty of supervision of inferior courts.
