Chapter 8 Discussion Questions 4. The particular context in which internal bureaucratic politics is shaped is called bureaucratic culture- the accepted values and procedures of an organization. Knowing the four main elements of bureaucratic culture- policy commitment, adoption of bureaucratic behavior, specialization and expertise, and identification with the agency- will take us a long way toward understanding why bureaucrats and bureaucracies. As a good bureaucratic in training, the first thing you will do is develop a commitment to the policy issues of agriculture. Bureaucrats sometimes speak in their effort to convey information without controversy, may become your second tongue. I have witnessed bureaucratic culture at my college and yes it fits with the definition. The culture is very diverse and stands out (Barbour). 1.
