5/11/2009 Political Science Notes Convention (cont’d) o Connecticut Compromise The compromise looked like a “new and improved” Virginia Plan Need to draw up the details Committee on Detail James Wilson o New Issue Slavery Southern States are nationalists but see the institution of slavery as vulnerable South will be a minority in Congress Northern states will form economic policy North Vs. South o Southern delegates proposed making super majority for economic legislation o Others argued that this would be a recipe for impotence o Too much like Articles of Confederation o Compromise 3/5ths compromise – slaves are counted as 3/5ths of a person for apportionment of population Commerce and slave trade compromise Simple majority for commerce laws Moratorium on laws abolishing slave trade or taxing it heavily until 1808 Executive Issue o Distrust of executive branch o Issues Single or plural executive Term limits or life term
