Student # - 27286759 In Millikan’s paper ‘Biosemantics’ Millikan argues a distinction in mental states, what connects a representation to what it represents. Millikan states a problem of false representation, saying ‘tokens’ are produced under other circumstances, and we must attempt to define which circumstances are content- fixing. Millikan then turns to the appeal of technological systems, stating that not every state of the system represents normal causes and what defines content- fixing conditions within the system. To begin the argument, Millikan elaborates on why ‘statistically’ normal conditions will not suffice, showing that the content of mental representations is causal, but its status as a representation is not, the function of an effect, as a representation, is to represent. If ‘detecting’ the representation is part of it, it must be an effect of the mental state. Using representation within the system, you can determine how such content is fixed.
