Modern History II Notes – 5/1/07 Collapse of the Soviet Union Early 1980s was a period of transition in the Soviet Union – lost three leaders in a row – all died  during office 1985 – appointment of Gorbachev – young, energetic, different Arms race and over-commitments of the Cold War Ere o War in Afghanistan 1979 – sent troops to Afghanistan, humiliation brought broad economic changes –  sense of inadequate economic growth o So much of the economy was taken away for the arms race – people started to question  the reasoning for the allocation of huge economic resources for the arms race o Stagnant economy but still producing – normal and expected that growth rates would go  down because the high growth of the 1960s and 70s couldn’t be continued – still mattered  to the people that the economy wasn’t performing to previous standards “Revolution from Above” – forces that shaped the revolution, all the reforms were initiated from  the top down (government to people – not just the response to sentiments) o Gorbachev recognized the need to reform the economy – decided to initiate a program of  reforms called perestroika – an idea to loosen central control, to promote self-reliance,  work for profit to create competition, and to create private enterprise
