A hate-crime is defined as a crime, usually violent, motivated by prejudice or intolerance toward a member of a racial, religious, or social group. Democrats in Washington would like to further expand this definition to include intolerance based on gender, sexual orientation, gender identity and disability. The bill that passed through the House of Representatives on Thursday, May 3, 2007, would allow local law enforcement officials to apply for federal grants to solve crimes involving prejudice or intolerance towards persons on the basis of their gender, sexual orientation, gender identity and/or disability. Legislation to expand hate-crime laws has been in the making since 1998, when James Byrd Jr., an African American, and Matthew Shepard, a gay man, were both murdered. The proposal has been attempted a few times since then, but only now with Democrats holding Congress does it have a chance of going into law. President Bush has already threatened to veto the bill in a formal statement claiming: “There has been no persuasive demonstration of any need to federalize such a potentially large range of violent crime enforcement, and doing so is inconsistent with the proper allocation of criminal enforcement responsibilities between the different levels of government.” In other words, the federal government doesn’t want to dirty its hands by getting involved in
