1 Module 4 Part 1 a. An authorization card is a form signed by an employee to designate a union as his or her bargaining agent. In other words, it gives the union permission to represent an employee. There are three things that a union can do with these cards: petition the NLRB for an election (should 30% of the employees in a voting unit sign cards); request that the employer recognizes the union as the bargaining agent of its employees without an election (should 50% of the employees in a voting unit sign cards); and can ask the Labor Board to issue a bargaining order (should over 50% of the employees in a voting unit sign cards and the employer commits serious unfair labor practices). b. For one, decertification is a procedure under which employees of a firm can dissociate themselves from a specific union, or a firm can withdraw a union’s official recognition as the exclusive bargaining representative of the firm’s employees. With that said, a decertification election is an election held following the filing of a petition by employees who allege that the union previously certified or currently recognized by the employer as the bargaining representative no longer represents a majority of the unit employees. The election will occur if and only if 30% (or more) of the firm’s employees sign the petition.
