Congress Bicameralism- result of a organic process In American case- it was done by explicit design rather than by naturally Senate o more aristocratic o Smaller membership o Equal by state o Longer term- 6 years o Historically Were originally not elected they were appointed by state legislatures o Modern case they are selected in a state wide election o The larger the electoral district size the more aristocratic the representative will be o Procedural rules favor the individual and the minority in the Senate o More prestigious because you never see senators running for the house seats, but you often see house reps running for the senate seats. House of Representatives o more democratic o larger membership o proportional by population o shorter term -2 years o serve public opinion o have always been popularly elected by district o Procedural rules favor the majority, essence of democracy is majority rules o Less prestigious Size and the institutional behavior o Has virtually no effect on the senate
