2/6/08 CHUPP Look over quiz questions. 1. Early National Federalism was a product of the Civil War; 13-15 th amendments to the Constitution were added. 2. Federal government was now supreme in power over the states, but it lacked the institutions to administer a national state. 3. 1865-1930 was a gradual accumulation of federal laws and agencies that helped build up a national administration. 4. FDR brought a nationally administered federalism government from the former quasi- unitary state we were in. a. Why FDR? FDR’s policy program was called the NEW DEAL; was an avalanche of federal laws, institutions, and agencies. b. Needed money to put plan to work, so taxation was necessary, originally government got money from tariffs and direct taxation c. In the late 1910’s the passage of the 16 th amendment, the federal income tax, where individuals were taxed and the money went to the government to support these institutions. Federal revenue went up d. The political opportunity was the great depression e. An economic depression is a prolonged period of recession which is negative productivity, has nothing to do with government, comes with the business cycle. The
