Casey Dynan EM 284 Professor Hays September 13, 2007 Problem Set 1 (Ch. 1 and 2) 1.1 Do you think the welfare of the poor people in LDCs can be improved without reducing the welfare of the rich in the MDCs? Discuss. Yes. There are a number of things LDCs can do without reducing the welfare of MDCs such as; Slow progress witnessed in LDCs is mainly due to structural weaknesses; It is important to empower women so that they can contribute fully to development efforts in the LDCs; Young people also need to be put at the forefront of the development agenda in the LDCs; and more emphasis should be put on improving good governance and environmental sustainability. These are just a few. However, the rate at which LDCs improve could increase much faster with the help of official development assistance (ODA) (ODA is contribution of 0.7 percent of a MCDs gross national product). However, there needs to be an increase in the effectiveness of official ODA to the LDCs. There should be a focus on outputs and
